Victoria Perrone

Victoria Perrone is a political compliance expert with over a decade of experience at the federal, state, and municipal levels. She specializes in Hybrid PAC (Carey v. FEC) organizations, corporate nonprofits (501(c)4) and multi-entity accounting and cost sharing, 527 non-federal organizations, and candidate committees on the federal and non-federal levels. Victoria also has a holistic approach to compliance combining her shared experience in operations, budgeting and cash flow management, and general management for political entities.
In 2025, Victoria served as Treasurer for Zohran Mamdani’s successful and historic Primary and General Election wins in New York City where she lead a team of seven to master the notorious public funding program in the most difficult campaign finance jurisdiction in the United States. The campaign, in both elections, hit the fundraising maximum after two of six campaign finance reports. The CFB approved a 90% in public fund matching claims the first time around which allowed the Mayor to have enough funds to defeat a political family dynasty of 60 years. She also helped co-found “Italians for Zohran” engagement group. She also served on Zohran Mamdani’s Transition Committee as his Treasurer and advisor on campaign finance matters including testifying to the NYC Campaign Finance Board about reforming the campaign finance regulations and software where first-time candidates and treasurers can navigate this complicated program more successfully.
In 2022, served as Treasurer and Operations Director for the successful U.S. Senate campaign in her home state of Pennsylvania where she managed a $80 million budget, staff of forty, and oversaw the compliance and operations for his candidate committee, joint fundraising committee, and leadership PAC. She was the only member of the campaign team who worked to flip this senate seat in 2010, 2016, and successfully in 2022.
Prior to consulting, she came from prestigious law firms including Perkins Coie, LLP (now Elias Law Group) and Skadden, Arps, Slate, Meagher & Flom LLP where she assisted political, nonprofit, and corporate clients with campaign finance, lobbying, and pay-to-play registrations and reporting. With a strong background in compliance across these fields, she also assisted attorneys and clients with internal PAC audits, tax filings, and coordination prevention.
Victoria previously served as the Pennsylvania Operations Director for Organizing Together 2020 and Hillary Clinton’s 2016 Presidential Campaign. She was also a member of Governor Tom Wolf’s successful campaign in 2014, his Inaugural Committee and later, in his administration.
Victoria is a proud native of Delaware County, Pennsylvania (aka Delco) where she serves on the executive committee of the Delaware County Democratic Committee as Treasurer. She graduated with a Bachelor’s degree in Politics from The Catholic University of America in Washington, D.C. She is a huge Mare of Easttown, Task, Wawa, and musical theatre enthusiast. She lives in “Delco” with her Jack Russell Terrier/Beagle, Nellie, is a proud Dance Aunt at Broadway Bounce Dance Academy, and volunteers with the Sandy Rollman Ovarian Cancer Foundation in honor of her late sister, Emily. Emily’s memory is reflected in firm’s teal branding.
Wayd Emma
Chief Operating Officer

Wayd Emma spent a majority of his career running a consulting company that helped businesses refine processes, run more efficiently and gain an effective online presence. After more than 20 years in the Trade Show Industry, he is familiar with working in a fast paced, deadline driven work environment. With a strong background in Operations and IT, he joined the Spruce Street team in 2022 as the firm’s Operations Director where he manages the firm’s operations as well as assisting on client operations and payroll administration needs. Graduating from Ithaca College as a Business Major, he has worked with companies in the political, nonprofit, hospitality, and trade show industries.
In his personal time, Wayd enjoys dancing, learning to master the trapeze, and collecting old maps of Philadelphia!
Brandon Chaderton
Director of Operations

Brandon Chaderton joins Spruce Street Compliance as the Director of Operations, focusing on client services and is based in the Washington, D.C. office for the firm. Brandon is coming most recently from the Biden White House where he was an Advisor in the Office of Administration. There he steered organizational change management for the Executive Office of the President's (EOP) human capital modernization project, transforming HR business processes and leading the adoption of Workday for the entirety of the EOP. For the past four years, he dedicated his time in the Biden Administration, advising on DEI initiatives at the Department of Housing and Urban Development and hiring more than 200 Presidential appointees at the Department of Agriculture.
Brandon comes to Spruce Street with a wealth of knowledge in human capital, DEI, talent development, and campaign experience. He has previously served in HR roles for the Biden-Harris Inaugural Committee, as well as the Biden and Pete Buttigieg Presidential campaigns. Brandon is a proud graduate of Philadelphia's Temple University and an alumnus of AmeriCorps' City Year Philadelphia. He lives with his partner, Paige, in Washington, D.C.
Anthony SanFilippo
Deputy Director, Compliance

Anthony SanFilippo doesn't do anything conventionally. He studied Civil Engineering at Drexel University. His time spent working in the service industry led him on his unexpected path here. During his years running restaurants, Anthony quickly picked up on managerial and business leadership qualities as he kept improving himself in a field he didn’t originally pursue. While working those long nights, and rising to a General Manager role, he undertook further responsibilities that involved taking care of all things financially and procedurally for multiple companies. Through these new responsibilities he found a new love for not only management, but also for the behind-the-scenes accounting and financial responsibilities, where he was able to apply his mathematical background to translate to business success. The next step for him was to mix this new expertise with his life passions, which include politics and is thrilled to help out candidates and causes that are in line with his own ideologies.
Most recently, Anthony played an integral part for Zohran Mamdani’s successful campaign in NYC where he managed the most complicated compliance system in the nation specifically when it came to tracking a very strict spending cap limit. Anthony mastered the art of tight budgeting and expense disclosure by way of uploading all invoices, bill payment, and contract documents related to the campaign to comply with NYCCFB regulations. He also oversaw the budget management and compliance for the Zohran Mamdani Transition.
Another one of those passions is baseball as Anthony spends much of his free time researching the history of the sport, diving deep into the analytics as he frequently makes amateur attempts at developing his own statistics. On the seventh day of each week, when he should be resting, he instead plays competitive men's softball for a local tavern.
Sally Short

Sally Short joined Spruce Street in early 2023 bringing over 5 years of political experience with her, from local, state, and federal campaigns, State Party infrastructure, nonprofits, and official government side work. As the daughter of a nonprofit CEO, Sally has known her whole life how important good, behind-the-scenes, operations and financial management can be to the success and longevity of an organization and is thrilled to be able to channel her love of processes, numbers, and politics into her clients.
Sally graduated from the University of Vermont with a degree in Political Science and a minor in Gender, Sexuality, and Women's Studies. Sally lives in Philadelphia with her boyfriend, Quinn, and their (perfect) dog, Ajax.
SJ Donofrio
Administrative & Operations
Project Manager

SJ Donofrio has over a decade of experience in and around political campaigns, nonprofits, and government. Most recently she served as Operations and Special Projects Director for Senator Andy Kim's campaign, where she supported the statewide staff with administrative management, ordering lots of literature and lawn signs, and planning great parties. She learned she loved filling in the holes by doing tasks that were important to the operation but didn't fall neatly into anyone else's bucket, and she's excited to be doing that at Spruce Street.
The bulk of her experience has been in field operations, having managed canvassing and voter engagement for campaigns up and down the ballot, but she officially pivoted to Ops when she served as a Deputy Operations Director for the Pennsylvania Democratic Coordinated Campaign in 2022. In the 2020 cycle, she served as a National Field Desk for Bernie Sanders’ campaign, and in 2012 served as New Jersey Deputy State Director for President Obama’s re-election campaign. Her career has taken her all over the country, but she always comes back to New Jersey for some reason.
SJ is a 2010 graduate of Rowan University with a degree in Advertising. She grew up and currently lives in Gloucester County with her plants.
Aaron Cohen

Aaron Cohen is a recent Temple Graduate with a major in Political Science and concentration in Pre-Law. During his time at Temple, Aaron interned at the Philadelphia District Attorney’s Office, and as well as Spruce Street Compliance. He worked in the restaurant industry as a waiter throughout high school and college where he gained customer service skills and developed the ability to multi-task. Aaron grew up in Ocean City, Maryland. In his free time, he loves going to the beach during the summer, playing guitar, golfing, and spending time with friends and family in the city.
Matthew Michels
Compliance Associate

Matthew Michels is a recent graduate of The Catholic University of America, where he majored in both Politics and German Studies. During his time in Washington, D.C., Matthew had the opportunity to intern at the Democratic National Committee and on Capitol Hill. In between semesters, he would work on local campaigns, supporting candidates for state and local office back home in PA. Upon graduating in May 2024, Matthew was given the privilege to work as a Field Organizer for the Pennsylvania Democratic Party in his home turf of Montgomery County, PA.
Although the Philadelphia suburbs will always be home to him, Matthew is excited to be back in Washington, D.C. continuing his career in Democratic politics, and spending more time exploring the city with friends.
Anna Pray

Annamarie “Anna” Pray joined Spruce Street in 2025 after working for the Democratic National Committee as a compliance research associate during the 2024 presidential election. Previous to her time at the DNC, she was a paralegal for a boutique law firm. She has a Bachelor's degree in Political Science, with a minor in Economics, from Rowan University. With previous experience in logistics, local politics, and medical reception, she brings a unique view to her work at Spruce Street.
Anna is in our DC office, which she finds exciting as she has lived in the Philadelphia area her whole life. In her free time, she enjoys working out and spending time at the “Jersey Shore” in the summer.
Gabby O’Brien

Gabby O’Brien is a recent graduate of Saint Joseph’s University (Go Hawks!), where she studied Political Science and Italian. During her time at St. Joe’s, Gabby interned at the World Affairs Council of Philadelphia where she worked with students in the School District of Philadelphia, and later interned at Spruce Street Compliance. As a college student, she worked as an Italian and writing tutor, and volunteered with individuals who were previously incarcerated.
Gabby is eager to remain in Philadelphia and grow her experience in Democratic politics. In her free time, Gabby enjoys thrifting, crocheting, going to concerts with friends, and spending summers at the “Jersey Shore” – always proud to be a true Jersey girl at heart.
Justin Khademi
Compliance Associate

Justin Khademi brings several cycles of hands-on campaign experience to Spruce Street with a background rooted in local and statewide Democratic politics in New Jersey. He began his work in 2021 as a Field Intern on a Summit, NJ council campaign, later returning to the same office as a Communications Intern. In 2022 and again in 2023, Justin served as Campaign Manager for council races in Summit, overseeing field operations, messaging, and the day-to-day mechanics of running a municipal campaign. In the 2024 cycle, he broadened his experience working as a Campaign Research and Data Intern for the Middlesex County Democratic Organization, and as a Field Intern on both the Sue Altman for Congress and Andy Kim for Senate campaigns. Since 2023, Justin has also served as a Union County Democratic Committee member, further deepening his experience in local party infrastructure and grassroots politics.
Justin is a recent graduate of Rutger's University, where he double majored in Political Science and History. He is excited to continue building his early career at the intersection of political campaigns, finance, and law, with plans to eventually pursue a dual JD/MBA. A lifelong Jersey guy, Justin is new to Philadelphia and adjusting to life in what occasionally feels like enemy territory as a long-time New York Giants fan. Outside of work, he can usually be found on a soccer field, reading or writing stories, experimenting in the kitchen (cooking only — baking remains a work in progress), or behind a camera trying to capture the world from a better angle.
Grace Cameron

Grace Cameron is a recent graduate of Villanova University, where she majored in Political Science with minors in Public Service & Administration and Sustainability Studies. During her time at Villanova, Grace interned with multiple political development firms, gaining hands-on experience in political consulting and fundraising for candidates at the federal, state, and local levels. Alongside her academic work, Grace volunteered with many on-campus service organizations and was deeply involved in Villanova’s student-led musical theatre organization, where she served on the executive board for two years.
Grace is excited to be in Washington, D.C. and grow her career in Democratic politics. In her free time, she enjoys reading and spending time around the city with friends and family.
Nellie
Office Support Pup/Diva Dog

Nellie is a Jack Russell/Beagle/Rat Terrier mix - yes, she is a handful! Nellie is 8 years old and loves serving as office security and main greeter to our union friends from USPS and UPS. She enjoys giving kisses to the Spruce Street team, taking naps in the sun, interrupting team meetings, canvassing, and jumping over hurdles for treats. She loves dressing up in politically themed Halloween costumes and campaign swag so don’t forget to send puppy gifts to the Philadelphia office or stop by to pay the tummy tax. She has recently been nicknamed “Mariah Carey” for her strong diva persona.
